Protocol is not a statistic. Here is how we decide what to state as general practice.

Method

Prefer the body that owns the subject. Land tenure comes from the land authority, marine closures from the marine-management network, language from a language authority, festival practice from the national tourism body.
Describe the general case and say so. Where practice varies between islands or villages, the note says it varies rather than picking one version and presenting it as the rule.
No precise figures we cannot stand behind. Where an exact number would change with the year — fees, dates, permit costs — the note tells you to confirm locally instead of quoting a figure that will be stale.
No sacred detail. Where knowledge is restricted, the note says that it is restricted rather than reproducing it.
